Desarrollo de un tablero de control para la medición del desempeño de proyectos ejecutados por contrato de obra pública en Colombia

Abstract

The development of this degree work is based on the order of the phases of the proposed research. In the first place, the conception of the idea is presented where the purpose of this work is explained, establishing the problem to be solved, the justification for its realization and the objectives that are expected to be fulfilled. Subsequently, the theoretical framework chapter is developed where conceptual and theoretical elements are presented, such as the Public Works Contract, performance measurement systems, the construction of metrics, indicators and dashboards, in addition to context analysis of the project. Next, the methodological framework chapter is presented, in which the type of research to be developed is defined, together with the phases of the research and the description of the research instruments to be used in each phase. Next, we continue with the results chapter, which is composed of three parts, firstly, it collects through a matrix of findings the results of the literature review applied to six different sources of inputs for the construction of the scoreboard. control. On the other hand, the results of the application of a questionnaire as a research instrument are shown. And finally the conclusions and recommendations on the findings and results of the research are presented. Then, the construction chapter of the control panel for the public works contract -TDCCOP is presented, which is built based on the findings and results of the previous chapter. The definition of the control panel is described, and the process of construction of the board is developed, which includes the selection of knowledge areas, creation of a library of indicators, choice of KPIs for the control board and finally the composition of the TDCCOP. Next, the validation of the control panel built is carried out, through the application of an expert judgment, on which its application is described and results obtained that allow adjustments to be made on the final version of the control panel. Subsequently, the final version is presented with the respective settings and the description of its components. Finally, the conclusions, recommendations and future work that result from the research and construction process of the tool are presented.

El desarrollo de la presente investigación está basado en el orden de las fases de la investigación propuesta. En primer lugar, se presenta la concepción de la idea en donde se explica el propósito de este trabajo, estableciendo la problemática a solucionar, la justificación de su realización y los objetivos que se esperan cumplir. Posteriormente, se desarrolla el capítulo de marco teórico en donde se presentan elementos conceptuales y teóricos, como lo son el Contrato de Obra Pública, los sistemas de medición del desempeño, la construcción de métricas, indicadores y tableros de control, además del análisis del contexto del proyecto. Seguido, se presenta el capítulo de marco metodológico, en donde se define el tipo de investigación a desarrollar, junto con las fases de la investigación y la descripción de los instrumentos de investigación a utilizar en cada fase. En seguida, se continua con el capítulo de resultados, que se compone de tres partes, en primer lugar, recopila a través de una matriz de hallazgos los resultados de la revisión de literatura aplicada a seis diferentes fuentes de insumos para la construcción del tablero de control. Por otra parte, se muestran los resultados de la aplicación de un cuestionario como instrumento de investigación. Y finalmente se presentan las conclusiones y recomendaciones sobre los hallazgos y resultados de la investigación. Luego, se presenta el capítulo de construcción del tablero de control para el contrato de obra pública -TDCCOP, el cual se construye con base en los hallazgos y resultados del capítulo anterior. Se describe la definición del tablero de control, y se desarrolla el proceso de construcción del tablero que incluye la selección de áreas de conocimiento, creación de biblioteca de indicadores, elección de KPI’s para el tablero de control y por último la composición del TDCCOP. A continuación, se lleva a cabo la validación del tablero de control construido, mediante la aplicación de un juicio de expertos, sobre el cual se describe su aplicación y resultados obtenidos que permiten realizar ajustes sobre la versión final del tablero de control. Posteriormente, se presenta la versión final este con los respectivos ajustes y la descripción de sus componentes. Finalmente se presentan las conclusiones, recomendaciones y trabajo futuro que resultan del proceso de investigación y construcción de la herramienta.
