dc.description.abstract | Colombia es un país rico cuando del recurso acuático se trata, en todo el terreno nacional se encuentran cuerpos de agua, además de los litorales y zonas marítimas. Y aunque el transporte a través del medio acuático resulta ser eficiente para los movimientos de gran cantidad de carga, y en muchas regiones del país es la única opción para el transporte de pasajeros, el sector presenta un gran rezago. Las embarcaciones utilizadas suelen ser viejas e inseguras, y no existe infraestructura portuaria adecuada, principalmente en el sector fluvial.
Aún así, el futuro parece ser prometedor para el sector en general. Los planes y programas de los gobiernos muestran compromisos e intereses para el desarrollo del transporte marítimo y fluvial. El país está encaminado a mejorar su logística aprovechando todos los modos de transporte, su posición geográfica lo convierte en un paso obligado del comercio internacional y un punto atractor del turismo marítimo.
El escenario en el que está Colombia y, más específicamente el modo acuático parecería no ser mejor. Sin embargo, una de las amenazas identificadas es la escasez de profesionales preparados para contribuir al desarrollo del sector naval. Para lograr los objetivos será necesario renovar la flota fluvial del país, diseñar y construir terminales portuarios fluviales, ampliar y mejorar los puertos marítimos, implementar sistemas de señalización e información para la navegación, entre otros. Para todo ello se requerirá de personal preparado técnicamente y dejar de depender de la práctica artesanal y empírica que actualmente se ejerce.
Como resultado de lo anterior, se propone la creación de un programa de pregrado en Ingeniería Naval, formulado de acuerdo con los requisitos del Ministerio de Educación Nacional y justificado por, entre otras, las condiciones ya expuestas. | spa |
dc.description.abstract | Colombia is a rich country when it comes to aquatic resources, there are bodies of water throughout the national territory, in addition to the coastlines and maritime areas. Although transport through the aquatic environment turns out to be efficient for the movements of large amounts of cargo, and in many regions of the country it is the only option for the transport of passengers, the sector presents a large lag. The boats used are usually old and unsafe, mainly in the river sector.
Still, the future looks promising for the industry in general. Government plans and programs show commitments and interests for the development of maritime and river transport. The country is aimed at improving its logistics by taking advantage of all modes of transport, its geographical position makes it a must for international trade and an attractive point for maritime tourism.
The scenario in which Colombia is and, more specifically, the aquatic mode would seem to be no better. However, one of the threats identified is the shortage of professionals trained to contribute to the development of the naval sector. To achieve the objectives, it will be necessary to renew the country's river fleet, design and build river port terminals, expand, and improve seaports, implement signaling and information systems for navigation, among others. For all this, technically trained personnel will be required and will stop depending on the artisan and empirical practice that is currently exercised.
As a result of the foregoing, the creation of an undergraduate program in Naval Engineering is proposed, formulated in accordance with the requirements of the Ministry of National Education and justified by, among others, the conditions already stated. | eng |
