Comentarios a la Corte Constitucional sobre el decreto 2330 de la emergencia económica de 1998 (audiencia pública)

In response to the invitation of the honorable Constitutional Court to participate in the Public Hearing on the Constitutional Review of the Legislative Decrees of Economic Emergency 2330 and 2331 of November 16, 1998, I allow myself to present the written version of the presentation made on the 16th of February. The document contemplates the motivations for the economic emergency, the origin and characteristics of the crisis, the beneficiaries and sufferers, the economic convenience of the measures, the legality of the transaction tax and the possibility of adopting emergency provisions through the channels regular.
