Diseño del Sistema Integrado de Gestión utilizando como guías las Normas Técnicas Colombianas ISO 9001:2008, ISO 14001:2004 y OHSAS 18001:2007 para la empresa Macecofar Cía. Ltda.

Abstract

En este trabajo se presenta el diseño del Sistema Integrado de Gestión utilizando como guías las Normas Técnicas Colombianas ISO 9001:2008, ISO 14001:2004 y OHSAS 18001:2007 para Macecofar Cía. Ltda., empresa dedicada a la fabricación y comercialización de productos químicos para el mantenimiento industrial, institucional y del hogar. En el desarrollo de este trabajo se pretende mostrar que la integración de los sistemas de gestión permitirá hacer de la PYME una empresa más responsable con su entorno, más competitiva y más productiva en el mercado. La metodología propuesta consiste en la definición de una política integrada basada en la evaluación de los aspectos e impactos ambientales, la matriz de identificación de peligros y valoración de riesgos y la matriz de cumplimiento legal. A partir de allí se realiza el despliegue de objetivos medibles junto con la definición de planes y programas donde se asignan funciones, recursos, responsables y autoridad, y donde se proponen controles operacionales que permitan eliminar, reducir, mitigar y prevenir el impacto negativo generado a las partes interesadas por las actividades realizadas en Macecofar Cía. Ltda.. Como resultado del análisis se determinó que para que el SGC existente se integre con los sistemas de gestión ambiental y de seguridad y de salud ocupacional, es necesario que se implementen programas que promuevan la cultura organizacional preventiva, que se desarrolle una planeación financiera anual y que se establezca comparativamente cual es el estado actual de la organización frente a otras industrias con el mismo interés comercial y para así generar planes de mejora. Finalmente en este trabajo se desarrolló un programa de sensibilización sobre la importancia de la participación activa del personal en la integración de los sistemas de gestión lo que permitió involucrarlos y comprometerlos con el logro de los objetivos propuestos como parte del diseño de la integración.

This paper presents the design of the Integrated Management System using the Colombian Technical Standards ISO 9001: 2008, ISO 14001: 2004 and OHSAS 18001: 2007 as guidelines for Macecofar Cía. Ltda., A company dedicated to the manufacture and commercialization of chemical products for industrial, institutional and household maintenance. In the development of this work, it is intended to show that the integration of management systems will make the SME a more responsible company with its environment, more competitive and more productive in the market. The proposed methodology consists in the definition of an integrated policy based on the evaluation of environmental aspects and impacts, the hazard identification and risk assessment matrix and the legal compliance matrix. From there, the deployment of measurable objectives is carried out along with the definition of plans and programs where functions, resources, managers and authority are assigned, and where operational controls are proposed to eliminate, reduce, mitigate and prevent the negative impact generated to the interested parties for the activities carried out in Macecofar Cía. Ltda .. As a result of the analysis, it was determined that for the existing QMS to be integrated with the environmental management systems and occupational health and safety, it is necessary to implement programs that promote the preventive organizational culture, that an annual financial planning is developed and that establish comparatively what is the current state of the organization compared to other industries with the same commercial interest and to generate improvement plans. Finally, in this work, a program was developed to raise awareness about the importance of the active participation of personnel in the integration of management systems, which allowed them to be involved and to commit them to the achievement of the proposed objectives as part of the design of the integration.
