The project is conceived with the intention of setting up a plant for the production of vegetable oil from oil seeds other than African palm. The initiative arises taking into account that in the country is being promoted in a systematic way the increase of agricultural production and with this incentivizing the agroindustrial development projects with the support of the government and other institutions and given the fact that in Colombia there is great potential for the cultivation of species such as soybean, sunflower, among others and there are traditional crops such as corn, coconut, cotton, peanuts, etc. The oleaginous industry in Colombia is represented mainly by Fedepalma, whose statistical and technical records are important inputs for the development of this research, together with data from other Colombian sources and institutions such as DANE, DIAN, Ministry of agriculture and rural development, Ministry of industry and commerce, Fedebiocombustibles, among many others referenced in the development of work. By developing the research and analyzing the data found in the different sources, it was determined that not all the oilseed species that are grown in the country are produced in sufficient quantities to implement a project of this magnitude and that all the seeds have convenient characteristics in terms of the amount of oil produced, production process, cultivation areas, etc. Therefore, an analysis of the seeds was initially carried out to determine a small group of seeds with which the research would be continued. From the analysis, it was determined that the optimum seeds for the process are cottonseed and soybeans, for which the other studies that give definitive form to a project with great national potential are carried out. clear in the following sections.

The degree work was focused on the design and development of a manual for the design and development of projects with emphasis on research, which has as main objective to be an enabler for researchers, to manage their projects and for students and teachers with knowledge of project management in designing projects focused on research, innovation and development. The manual is composed mainly of four large segments, divided into 8 modules. The first segment, composed of the first module, is focused on the generality of the manual, that is, it focuses on explaining to the reader the why? of the manual and its added value, presenting at the end the map of processes that contains in detail the manual, with all the value proposal for the development of the research and the methodological design of the same. For the development of this manual, five normative and conceptual references were taken in the management of projects: the Colombian School of Engineering Julio Garavito, Colciencias and the National Planning Department, the Colombian Technical Standards ISO, the guidelines of the Project Unit of the School, and the PMI PMBOK Guide, as the main reference.

The project consists in the determination of the degree of maturity in the project management of TELMACOM LTDA., Under the methodological standard of the PMI®. The foregoing is based on the fact that the company under study recognizes having strong weaknesses when planning, executing and finalizing its projects. The management of projects has become methodological practices of great importance for this type of companies, highlighting the different needs that organizations show when they recognize that the management of projects they have presents problems and strong weaknesses when it comes to development and final achievement of your services, products or projects. In the sector of engineering construction companies, the integral management of projects is not efficiently developed, where this practice is not executed under any guidelines or standards, thus demonstrating little commitment to meeting the needs of the companies. clients, represented in deficient projects, with absences of planning for their execution, evident on costs, and deficient quality in the final product or service developed in some cases. In accordance with the above, the vast majority of companies in the sector show a lack of organizational culture in relation to the implementation of methodologies or project management standards, in order to generate in organizations a higher level of skills, commitment integral with the projects and the expectant needs of the clients. The general objective of this study is to diagnose the degree of maturity and determine the level of perception in the organizational management of projects Telmacom Ltda., Using as a tool the methodological standard proposed by OPM3®, proposing as products of analysis and diagnosis a proposal both technical and administrative that allows the company to improve the current level of its project management. The study points out the following specific objectives to achieve:  Identify the degree of compliance with the best practices associated with the SMCI category (standardization, measurement, control and improvement),  Identify, through the use of the methodological standard proposed by OPM3®, the degree of compliance in the methodology of processes of the Project domain, in accordance with the 9 areas of knowledge and 5 groups of processes. To elaborate in accordance with the results obtained a proposal of improvement at the level of maturity in the management of projects for the company, which will contain, among others, a technical proposal and an administrative proposal for the improvement of the maturity in the management of projects in Telmacom Ltda. The methodology used for the development of this study consisted of the collection and analysis of company information, as well as the preparation of fieldwork, which consisted in the presentation and global awareness of the purpose of the study to those involved in the company Telmacom Ltda. . Additionally, in order to conceptualize the interested parties, a training was held where the fundamental concepts of the OPM3® model of the PMI® will be presented. As a result of the exercise of the fieldwork, structured and completed interviews were obtained from the respondents selected by the company, which constitute the main information to continue with the development of the project, to determine the state in which the company is located. at the level of project management, as well as to have the starting point for the planning of the improvement proposal. The present work, is structured its chapter first by the Profile of the selected company object of the present study, which includes the general description and the profile of the company. In the second chapter is the theoretical framework consulted with reference to the conceptual foundations of the administration and project management of the Project Management Institute PMI®. Subsequently, in the third chapter, the maturity model in project management, OPM3®, is related. In the fourth chapter, the methodological development is carried out. Moving on to the fifth chapter, we present the analysis of results obtained from the study based on the interpretation of results and graphs constructed with the data obtained from the interviews. Finally, in the sixth chapter, a proposal for improvement at the level of maturity in the management of projects for companies is presented.

The project consists of the assembly of a lodging network composed of 10 hostels, located in the Department of Boyacá, Colombia. A business opportunity has been identified in the tourism sector in this Department due to its great potential, as it has a great cultural, artisanal and architectural history, as well as having in its territory natural parks, lagoons, reservoirs, rivers and numerous natural waterfalls. The growth of tourism in Colombia in recent years generates different needs to be addressed; specifically in Boyacá there is no organized chain of hostels where the user can register and sharpen to access different benefits, so generating a lodging option in different places within the Department becomes a requirement to help meet the objectives of the country in relation to tourism. The main feature of this type of hosting is the low cost that the user must pay per night, obtaining a high quality service. Hostel is understood as the definition presented by the Icontec Colombian Sectorial Technical Standard NTSH 006: "A hostel is an establishment in which the hosting service is provided preferably in semi-private or common rooms, as well as its bathrooms, and which may also have, of a common room adequately equipped for guests to prepare their own food, without prejudice to provide other complementary services. "

Durante los últimos años, el sector de textiles y confecciones en Colombia ha sido reconocido internacionalmente y ha sobresalido en comparación con otros países latinoamericanos, debido principalmente a la innovación, el diseño y calidad en sus creaciones, posicionándose como uno de los epicentros de la moda en Latinoamérica. De acuerdo con las oportunidades que ofrece el mercado internacional y las necesidades del sector en Colombia, se analiza la viabilidad de un proyecto para el Montaje de una Empresa Comercializadora Internacional de Textiles y Confecciones para exportación de productos hacia los mercados de Estados Unidos, Canadá y Europa. En el Trabajo de Grado se realiza el Estudio de Pre-factibilidad del proyecto, para lo cual se tomó como base el modelo de Gestión Integral de Proyectos desarrollado por la Escuela Colombiana de Ingeniería Julio Garavito en alineación con los conocimientos adquiridos a lo largo de la especialización. El informe se compone de la documentación del proyecto, donde se elabora el Perfil, Identificación y Alineación Estratégica del Proyecto, Formulación y Evaluación del mismo; así como, el libro del Proyecto, donde se presentan los entregables gerenciales y los ejercicios de habilidades gerenciales respectivos.

The following document presents the "Preparation of the Pre-Feasibility Study for the Assembly of the Project Management Service in WSI Ltda." For the hydrocarbon sector that is where WSI Ltda. Has experience and on which the different studies focused . However, as a result of the research it is recommended to take into account other sectors that demand the Project Management service. Below is a brief reference to what will be found in each of the studies carried out: Market Studies: Supply and demand studies were carried out for which, at the level of the Offer, the companies that currently provide the Project Management service for the hydrocarbons sector were identified and analyzed. Reviewing in detail the most recognized by their size and experience and demand level, the studies focused on the 10 oil operators with the highest production in the last year and the five most important complementary services companies, as well as the verification of the new multinationals that will arrive in the country through the 2012 round of the ANH, taking into account the projects currently being developed and the future ones, where the competition that exists to provide the service is observed Technical Studies: This study evaluated the macro and micro location of WSI Ltda., In relation to potential clients and revised the plans for the remodeling of the offices recommending the location of the area for the assembly of the Project Office , taking into account what is necessary for its operation. Likewise, the documentary standard and the components to be handled for the start-up of the service are considered. Additionally, the costs calculated for the furniture, equipment and software necessary for the operation are listed. Administrative Studies: In this study the revision of the current organizational structure of WSI Ltda. And the incorporation of the service to it was carried out, for which purpose the identification of the profiles, functions, responsibilities, as well as the assignment of resources, salaries, type of contract and hiring process of the professionals that will become part of the Project Management team. Additionally, an administrative cost calculation was made for the operation of the service. Environmental Studies: Because the assembly of the service does not generate a detriment to the environment and additionally within the policies of WSI Ltda. A series of measures have been implemented to mitigate and perform the waste management and other activities of the works in office; additionally and taking into account that they have the ISO 14001 certification, criteria and parameters were identified that WSI Ltda., must validate and value during the execution of the Environmental Management Plans in the development of the projects, in compliance with the environmental regulations applicable. Financial and Financing Studies: The calculation of the investment of the project was made, taking into account the costs of the pre-feasibility study, the costs and expenses foreseen in the market, technical and administrative studies of the present study and the projected costs of the feasibility study. For this study, two types of contracts to be executed were established (Type 1: Feasibility studies and Type 2: Management of the construction of plants and stations in the hydrocarbon sector); additionally, for the calculation of sales, two scenarios were established: prudent optimist and equilibrium point, with which sales (income) and costs and expenses in the execution of contracts can be foreseen. With this information, the approach for the three defined sales alternatives was made and the cash flow of the project for each was obtained, obtaining some conclusions, findings and recommendations. Financial Evaluation: Of the three alternatives proposed in the financial and financing study, the one that was considered the closest to the reality of the sales to be obtained and based on the cash flow of the selected alternative was selected, the IRR and the NPV were calculated. (which were the criteria established for the financial evaluation) in different situations; performing a sensitivity analysis that allows observing the limits that can be reached in the development of the project without it ceasing to be profitable.

To answer this need, the company CODISING LTDA. sought the possibility of venturing into the design and marketing of "Joist" type joists, a product that allows obtaining shorter installation times and construction of mezzanine flooring in buildings and with a better price than similar products due to its greater efficiency in terms of of weight per linear meter. The present Degree Work made it possible to determine the viability of the project, for which market, technical, environmental, administrative, financial and financing studies were carried out, as well as presenting the corresponding Management Plan; the previous thing following the methodologies and lessons received in the Specialization in Development and Management of Projects of the Colombian School of Engineering "Julio Garavito". Based on the findings, conclusions and recommendations made to the different studies and analyzed the financial viability of the Project, it was determined that the commercialization of "Joist" joists is viable according to the requirements defined by the interested parties and is an alternative that would contribute to the fulfillment of the objectives of the company CODISING LTDA. and to the objectives of economic growth of the Nation.
