El libro esta inspirado en varios trabajos realizados por Eduardo Sarmiento Palacio Para evaluar el cumplimiento y la eficiencia del mercado y la separación entre eficacia y equidad. El autor sostiene que la teoría neoclásica no ha logrado desprenderse de la ley de Say: se considera que el aumento de la productividad induce el crecimiento del producto y se manifiesta es una expansión paralela del capital y el trabajo; pero la realidad es distinta. La elevación de la productividad proviene del comercio internacional y la tecnología no genera la demanda que la sostenga. El mercado en los países en desarrollo relega la industria a un segundo plazo. El incumplimiento de la ley de Say se manifiesta en déficit en cuenta corriente, bajo crecimiento y retroceso en la distribución del ingreso. Se agrega un nuevo ingrediente: en el pasado se considera que su incumplimiento ocasiona estancamiento y desempleo, hoy se sabe que también genera retrocesos en la distribución del ingreso. Para Sarmiento, Thomas Piketty cae en la trampa de la separación entre la economía y la distribución del ingreso. Considera que la distribución se origina en factores exógenos, como la caída de la productividad del capital y la elasticidad de sustitución mayor que uno, y que se pueden contrarrestar con un impuesto al patrimonio que cierra la brecha sin afectar la economía. No es cierto: “… el gravamen provocaría una reducción del ahorro y el crecimiento. Lo cierto es que la economía afecta la distribución del ingreso y viceversa”. El mayor esfuerzo de la obra se centra en establecer la relación entre los principales componentes de la economía y la distribución del ingreso. Igualmente, aclara las causa de la distribución del ingreso y los medios para corregirla. La principal referencia es Colombia, aunque en muchos aspectos se extiende a América Latina y la economía mundial. Faltaba en las bibliotecas este comprendió del trabajo de un economista estudioso y conocedor de la realidad colombiana. The book is inspired by several works carried out by Eduardo Sarmiento Palacio to evaluate compliance and market efficiency and the separation between effectiveness and equity. The author maintains that neoclassical theory has not been able to get rid of Say's law: it is considered that the increase in productivity induces product growth and is manifested in a parallel expansion of capital and labor; but the reality is different. The increase in productivity comes from international trade and technology does not generate the demand to sustain it. The market in developing countries relegates the industry to the background. Failure to comply with Say's law manifests itself in a current account deficit, low growth and decline in income distribution. A new ingredient is added: in the past it was considered that non-compliance caused stagnation and unemployment, today it is known that it also generates setbacks in the distribution of income. For Sarmiento, Thomas Piketty falls into the trap of separating the economy from the distribution of income. He believes that the distribution originates from exogenous factors, such as the fall in capital productivity and the elasticity of substitution greater than one, and that they can be counteracted with a wealth tax that closes the gap without affecting the economy. It is not true: “…the tax would cause a reduction in savings and growth. The truth is that the economy affects the distribution of income and vice versa.” The greatest effort of the work focuses on establishing the relationship between the main components of the economy and the distribution of income. Likewise, he clarifies the causes of income distribution and the means to correct it. The main reference is Colombia, although in many aspects it extends to Latin America and the world economy. This understanding of the work of a studious economist knowledgeable about Colombian reality was missing from the libraries.
