Propuesta de mejora del flujo de información del sistema de prevención y control de cáncer de cuello uterino en Colombia

Abstract

Cervical cancer is a public health problem that has received international and national attention, seeking its solution on different fronts. The main strategies adopted by the countries have been the HPV vaccine and screening programs, on the medical side. On the political side, programs have been implemented to fight all cancers and institutions dedicated entirely to this task have been created. On the technological side, it has been sought that through the use of information technologies there is a standardization, integration and availability of information, this in order to have a flow of information that allows the prevention, diagnosis and treatment processes are executed effectively and efficiently. Colombia has not been the exception, the government has implemented the aforementioned solutions, however, it has not had significant results in the fight against cervical cancer. One of the reasons for this is that when designing and implementing the Cancer Information System, they did not take into account the health personnel, that is, they did not include them as their user and therefore they do not have access to the information stored there. As a consequence of this and due to the socio-economic conditions of the women of the territory, the efficiency and effectiveness of the control of the disease in the stages of prevention, diagnosis, treatment and monitoring is difficult. In this paper, an analysis of the literature regarding the solutions implemented in the world regarding the flow of information for cancer control, a quantification of the problem and a characterization of the policies and strategies established by the Colombian government for this purpose is made. Finally, a proposal is made for the implementation of an Information System for cervical cancer, its information requirements and processes from a clinical perspective, identification of roles and actors, and a basis for the process of quality and data protection. This System focuses on the access and availability of patient information to all health personnel in charge of female reproductive health.
