FONADE is an entity that is part of the National Planning Department, and has several lines of business, which focus on the entire life cycle of projects from structuring, management, management and evaluation of projects. To date, FONADE manages several agreements with different State entities such as the Ministry of Housing, City and Territory (MVCT), DANE, the Department of Social Prosperity (DPS), and private entities such as ECOPETROL, INVIAS, among others. The case to which the management plan is applied is a project that is part of the DPS agreement. The management plan only includes the integration areas, scope time and cost, for the project, and seeks that this can be implemented in other projects of the DPS agreement. To carry out the management plan, a diagnosis is made of the current situation of one of FONADE's business lines, which is project management. In the diagnosis, it was evidenced that the company has procedures based on the PMBOK processes, but not all the processes have procedures and most of the formats have shortcomings and are difficult to understand, which is why many formats are not used. The management plan in the areas of integration, scope, time and cost, applied to the case of the project "Extension of sanitary and storm sewer networks in the Municipality of Puerto Libertador Córdoba", contributes to improve the procedures that are carried out for the execution of projects, in a public entity such as FONADE, entity where one of the members of the group works. The management plan proposes to include 24 processes in the area of integration, scope, time and cost, and also the process of identifying stakeholders in the stakeholders area. To start the development of the management plan, formats with procedures were designed, generating a coding and sequence of the processes, for a total of 18 processes developed from the 24 processes of the PMBOK. With the management plan designed, it is applied to the project taken as a case, with which the results of the processes of the aforementioned areas are obtained, for the groups of initiation and planning processes, with the information of the structured project, following the diagrams and procedures, and implementing the formats that were created. Strengthening in this way the procedures that are currently used in the entity, managing to optimize the management of projects, in an efficient manner and that is facilitated for the application in the DPS agreement projects.
