Abstract: At the country level, every day injuries occur in Colombia (both minor and major) due to road accidents. The issue has become so important that at the central level is one of the main concerns of this government, so much so that since 2012 has generated a great regulatory movement to promote the creation of standards those forces companies to have a Strategic Plan of Road Safety with report and direct follow-up by the competent transit authority. Private standardization is not far behind, in 2014 the first version of the NTC ISO 39001 "Road Safety Management Systems (RTS) - Guidance Requirements for Use" was published, which, while voluntary, Is one of the strategies that companies are using to integrate the requirements of Decree 1079 of 2015, title 2 SV; CHAPTER 3 PESV. In this way, it is a concern of companies that already have an integrated management system structured under NTC-ISO 9001: 2015, NTC-ISO 14001: 2015, OHSAS 18001: 2007 standards. Requirements of Decree 1079 of 2015. For this reason, this degree project proposes to establish a normative mid-point integrating to the system already designed the standard NTC-ISO 39001: 2014 and of this way to propose a model for construction of the Strategic Plan of Road safety that fulfills With the requirements of Decree 1079 of 2015, title 2 SV; CHAPTER 3 PESV. The way of work is the construction of the integral rule with the four models to later associate where relevant the requirements of the project and with the compression of these needs propose a simple methodology consistent with the integrated management system. For companies that do not have a comprehensive management system, the proposed model is also helpful and does not have any additional normative implication, can be applied independently under the framework of legal requirements applicable to any organization.
