Análisis de la heterogeneidad espacial del tráfico vehicular en vías interurbanas en Colombia

Abstract

Colombia a finales del siglo XX se encontraba rezagada en el desarrollo de infraestructura vial debido a falta de recursos destinados al área, es así como, el Ministerio de Transporte decide promover los programas de concesiones que permiten la inversión de entidades privadas en la construcción, mantenimiento y conservación de las futuras vías del País. Con el desarrollo de este tipo de contratos se buscó mejorar la eficiencia en la gestión de estos proyectos y reevaluar los intereses de los inversionistas. Por ello, es necesario reconocer la importancia de los métodos utilizados para estimar las proyecciones de la demanda durante la etapa de estudio para, así, evitar déficit financieros o reestructuraciones del proyecto. El objetivo de este trabajo es analizar la heterogeneidad del tráfico vehicular en diferentes niveles espaciales, a partir de un modelo panel multinivel y teniendo en cuenta variables explicativas útiles en etapas de estimación de tráfico como el PIB y la población. Dentro de este análisis se tiene en cuenta la temporalidad de las variables analizadas y se utilizan datos que abarcan el periodo comprendido entre el año 2015 y 2019.

At the end of the 20th century, Colombia was lagging in the development of road infrastructure due to the lack of resources allocated to the area. Thus, the Ministry of Transport decided to promote concession programs that allow private entities to invest in the construction, maintenance, and conservation of the country's future roads. With the development of this type of contract, the aim was to improve the efficiency of the management of these projects and to re-evaluate the interests of the investors. Therefore, it is necessary to recognize the importance of the methods used to estimate demand projections during the study stage to avoid financial deficits or project restructuring. The objective of this work is to analyze the heterogeneity of vehicle traffic at different spatial levels, based on a multilevel panel model and considering explanatory variables useful in traffic estimation stages such as GDP and population. This analysis considers the temporality of the variables analyzed and uses data covering the period between 2015 and 2019.
