Valor Máximo Discrecional (VMD) para intermediarios vigilados en el segmento empresarial del Fondo Nacional de Garantías

El Fondo Nacional de Garantías (FNG) es una entidad que otorga respaldo a créditos para
personas independiente o microempresarios. Su apoyo es impulsado por el gobierno nacional a
través de distintas campañas para fomentar la reactivación económica de las regiones. Los
intermediarios para acceder a este servicio e implementarlo en sus créditos, solicitan al FNG
cupos para garantizar créditos de sus deudores con ciertas características y que como
beneficio el riesgo pueda ser compartido. Estos cupos son llamados Valores Máximos
Discrecionales VMD y se encuentran divididos en 4 líneas (Especiales, Vivienda, Institucional y
Empresarial).
El FNG debe evaluar estos cupos con periodicidad anual por cada intermediario a través de
metodologías que le permitan analizar el riesgo que incurre el fondo al otorgar dicho cupo.
Actualmente la metodología usada para el VMD empresarial es una modificación al modelo
CAMEL con decisiones discrecionales.
La propuesta de trabajo gira en torno a la creación de dos modelos que permitan evaluar el
riesgo para el otorgamiento de un cupo a un intermediario financiero. Como objetivo principal,
se deberá buscar la corrección del modelo actual en fallas que serán descritas a lo largo del
documento. Resulta conveniente sumar que la metodología con fundamentos actuariales
permitirá al fondo gestionar la no objeción de su Sistema de Administración de Riesgo de
Garantías SARG.
El primer modelo propuesto en este trabajo fue aceptado por las directivas del FNG y se
encuentra en un satisfactorio desempeño. Se espera el desempeño del segundo modelo el cual
es implementado de forma paralela, con el fin de hacer ajustes si es el caso. The National Guarantee Fund (FNG) is an entity that grants credit support for
independent people or microentrepreneurs. Their support is driven by the national government to
through different campaigns to promote the economic reactivation of the regions. The
intermediaries to access this service and implement it in their credits, request the FNG
quotas to guarantee credits of their debtors with certain characteristics and that as
benefit risk can be shared. These quotas are called Maximum Values
VMD discretionary and are divided into 4 lines (Special, Housing, Institutional and
Business).
The FNG must evaluate these quotas on an annual basis for each intermediary through
methodologies that allow it to analyze the risk incurred by the fund when granting said quota.
Currently the methodology used for business VMD is a modification to the model
CAMEL with discretionary decisions.
The work proposal revolves around the creation of two models that allow evaluating the
risk for granting a quota to a financial intermediary. As main objective,
The correction of the current model should be sought in faults that will be described throughout the
document. It is convenient to add that the methodology with actuarial foundations
will allow the fund to manage the non-objection of its Risk Management System of
SARG guarantees.
The first model proposed in this work was accepted by the FNG directives and was
is in satisfactory performance. The performance of the second model is expected, which
is implemented in parallel, in order to make adjustments if necessary.
